At its regular meeting, as the Central authority for external whistleblowing under the Whistleblowers Protection Act, the Commission for Personal Data Protection (CPDP) adopted Methodological Guidelines No. 2 on the submission of the required statistical information to the Commission.

The purpose of the methodological guidelines is to:

  • Support the activities of the obliged entities under the  Whistleblowers Protection Act, including their designated officers/units responsible for handling signals from whistleblowers, in submitting statistical information to the CPDP.
  • Establish uniform rules and criteria in the reporting and aggregation of statistical information.
  • Prevent inconsistent practice in the submission of statistical information and establish the control exercised by the CPDP in the application of the legal framework for the protection of whistleblowers.

Under Article 18(5) of the Whistleblowers Protection Act, the officers responsible for handling whistleblowers’ signals are obliged to submit the necessary statistical information to the CPDP by 31 January each year for the number of whistleblowers’ signals received during the previous year, their UIN (unique identification number), the subject matter, the number of inspections carried out and their results.

Obliged entities that have not received any signals during this reporting period shall not submit statistical information to the CPDP.
