In the 2026 World Trademark Review (WTR) ranking, the European Union Intellectual Property Office (EUIPO), together with the United Kingdom Intellectual Property Office (UKIPO), share the top spot for most innovative intellectual property offices.
The ranking assesses the extent to which offices build on their “core” functions (registration and record-keeping) with additional services for users, including digital capabilities, as well as dispute resolution mechanisms, support for SMEs, enforcement cooperation and public awareness.
In its 2026 edition, WTR places greater emphasis on artificial intelligence, distinguishing between AI tools available to users (e.g. search and filing) and systems for internal use (supporting experts and workflows).
